Just exact what is going to be taxed by visiting players. Are they going to require them to buy a privildge license in order to do business in the state or tax a portion of their income they earn while working in the state. . Could make interesting legal challenge since all professional athletes are not required to pay and since an income tax is illegal in Tennessee.
The house and Senate of Tennessee would tax them the income they make while playing in the state of Tennesse. They would tax it by figuring out how much they make per game and taxing a certain percentage of it. I don't know if they would have deductions or exemptions for this plan over and under a certain amount, but that's probably how they would do it.
That would be illegal on so many different levels why would they waste their time even trying to pass such a bill.

Don't you forget this is the Tennessee Legislature. I look at the Commercial Appeal and look at how many bills did not get pass or tabled to look in the summer committee, it was almost all of them. It will get struck down in some court as unfair becasue it is not applied equally to everyone. That's probably what will happen. Of course the bill is unfair because it is not applied equally.
