Tweens are children between the ages of 9 and 12. These youngsters are no longer little children, but are not quite teenagers.

What's even funnier is the grant author is using the term "tween" for teens, as he tries to play up this new, catchy trend in marketing.

"John Doe, age 65, was killed today in a car crash ... he was not wearing his Seat Belt and his parents, Mr. & Mrs. Doe, both 85 Years Old, have been Arrested and Booked on Federal Charges that they failed to Train John to Wear a Seat Belt as a TWEEN". Bail was refused pending trial.

What a bunch of ignorant foolishness .....

This is kind of funny as I just got rid of my daughter's booster seat and I've been very strict with her in the past that she needs to sit in it. When did the label "pre-teen" go out the door?

note: the Grant link indicates Tweens are age 13-15. Otherwise, I was going to ask for $10,000 to tell the girls on our soccer team twice a week to buckle up when they leave practice.
