I think the Big South would let Charlotte in for football only, and I think Charlotte would schedule some more of those schools in other sports to return the favor. Their profile will be more similar to those Big South schools than to the CAA schools when they start up.
I like your idea about the CAA umbrella league, even though I don't buy a Big East split. The A10 has shown no ambition. If they really wanted to they could invite Delaware for all-sports, on the condition of starting a football conference. That would probably swing Villanova into the A10 football league. You would have: UMass, Rhode Island, Fordham, Villanova, Delaware, Richmond, and Charlotte to start with.
Charlotte is a long way for a northeastern FCS team to travel. Based on history, I can't see any sort of A10 conference happening, but if it did, it would have to include schools like Villanova and Delaware to bridge that north/south gap.

The Big East will not split. The new TV contract with ESPN is quite lucrative and part of the deal is the basketball schools. The basketball schools don't get the BCS money so there's no motivation for the F-Ball schools to break appart from them.
The next conference shake-up will occur when CUSA finally splits into 2 new conferences, one east, one west. Travel costs for Olympic sports will not be sustainable on non-BCS budgets.
As for the CAA, 14 schools is cumbersome but there seems to be no motivation for a split when one of the new conferences formed from it will have to wait several years before qualifing for an automatic playoff spot.

It is hard to get a read on what the Big South might be willing to do in the future because they have just announced that they are readmitting Campbell in 2011. The strange thing is that the Camels will still be allowed to play football in the non-scholarship Pioneer League, alongside Dayton and similar schools, rather than adding scholarships and also moving that sport to the Big South. Maybe the conference is willing to wait five or six years until Campbell is truly ready to upgrade before asking them to make the commitment to scholarship football.

Temple (not to mention Massachusetts, Rhode Island, Dayton, GWU, Saint Louis, and Richmond) and place them in less than Memphis C-USA and you can lose millions of CBS contract only.

If the Big East adds only Villanova, and the Mountain West and Big Twelve don't expand further, this might be Charlotte's fastest route to FBS:

If the WAC can get a few more football only particpants, travel concerns could be greatly reduced.

Minuteman, glad to find you here.
I don't know about NCAA rules on the matter. However, I do know that the BE does not require member schools to play each other in non-revenue individual, sports during the regular season. If the BE sponsors the sport, member schools are only required to play in the conf tourny. I think BE schools playing Lax were allowed to opt out, because their programs were established prior tot the BE sponsoring Lax. If I remember it correctly, the BE voted to sponsor Lax only if it could get enough members to play under the BE banner. Also I remember that daU was not forced to join the BE in all sports, when it came it. It kept its baseball program as an independent.

As crazy as this cross-country scenerio looks it may indeed be the fastest way to FBS. The WAC could go ahead and offer FB membership to all those who are looking for an "in". If there were 8 teams in each Division then the East would only have to travel to the West ONCE per year playing an 8 game conference schedule. Crazier things have happened (its happened before):

You may be on to a little bit of something there. There was a rumor last week that Appy St was going D1a with a C-USA invite. The C-USA invite seemed odd, unless it was loosing a team to the BE soon. But a WAC East division may be an option.
