DI Proposal
2003-80 AUTOMATIC QUALIFICATION -- MEN'S BASKETBALL -- GRACE PERIOD
Status: Management Council Initial Formal consideration Process Diagram
Intent: In men's basketball, to increase from one to two years the grace period during which a conference may continue to qualify for automatic qualfication to the NCAA men's basketball championship when it fails to satisfy either the seven-member or continuity-of-membership requirement.
Administrative: Amend 31.3.4.3.1 , page 400 , as follows:
"31.3.4.3.1 Grace Period. A conference shall remain eligible for automatic qualification for one two years following the date of withdrawal of the institution(s) that causes the conference's membership to fall below seven institutions, or below six members with continuity of membership, provided the conference maintains continuity of membership (i.e., six institutions that conducted conference competition together in Division I for the preceding five years.) at least six Division I members."

Rationale: This proposal permits the remaining members of an established conference a reasonable amount of time to either add new members or have existing members reach the status of continuity of membership standard. Furthermore, the proposal does not weaken the standards for establishing new Division I conferences, but rather establishes a more measurable length of time for institutions to commit to a conference. The current five-year commitment needed for continuity-of-membership requirements are practically and legally problematic.

I don't totally understand that. I don't think BSU or UTEP have been in the WAC for 5 years.

If the WAC were to lose UTEP to C-USA and LA Tech to the SunBelt, they would be in danger of losing the Auto Bid without this. I still think a raid is the best thing for the WAC. Just incase the MWC comes one day.

The sunbelt is composed of many schools that will not meet the minumum d1a requirements. But there are 2 or 3 viable schools in the sunbelt. Maybe even 4. The WAC would be throwing a life preserver their way. Whether they choose to grab it is up to them.
