Hey, I have an idea. Instead of wondering who was president, why don't we ask Congress to fix the problem? Big Oil is going to sue because thresholds are illegal, in their opinion, so do away with them altogether. Charge royalties on every freaking drop.

Sorry, this has nothing to do w/ "law". These are contracts handled by the Dept of Interior...a cabinet position.
