Now, how many times have our planes been fired upon? We SHOULD'VE done this back in the damn Clinton Administration, but he was too inept and busy getting blowjobs. Are you also saying that everytime Clinton fired missiles (over 400 Tomahawks) into Baghdad, it was illegal? Yeah, I doubt it.

How so? It is stated clearly. It was a cease fire and they continued to fire on our planes, thereby continuing the hostilities. If we had done this the first time it happened, it wouldn't be an issue. Of course, Billy was in office. You still haven't answered my rhetorical question, if it was illegal for Bush to go into this war, was it illegal for Billy to lob 400+ Tomahawks into Baghdad?

Security Council Resolution 678 authorized U.N. nations to use military force to restore Kuwait's territorial integrity.

Resolution 687 was the cease fire. Graph 34:

The Security Council "decides to remain seized of the matter and to take such further steps as may be required for the implentation of the present resolution and to secure peace and security in the region."

The cease fire does not seem to delegate this to member states.
