You might try but here is the problem. Dubya and the neo-cons showed their normal contempt for the military professionals like General Shalikasveli (sp?) who said we would need at least 200,000 troops in Iraq to establish security. Just like there ain't enough UAV's in the world to monitor the entirety of Iraq looking for IED's, there ain't enough troops in Iraq to establish and enforce martial law over the entire country. For that matter, they're under martial law now as far as I can tell. Please tell me what restrictions, if any, have been placed on U.S. forces in terms of searching homes and arresting people. There are none. If that's not martial law, I don't know what is.

A foreign minister was slain a couple of days ago.

Also, today, a suicide bomber killed 12 people and a rocket was launched at Coalition headquarters.
