Kofi Annan is under fire for aid programs to Iraq, and much of the UN is questioning his ability of effectively ruling the UN. If he resigns or is removed from office, Im expecting to see a fellow American being appointed as Secretary-General. That someone would be no other than Bill Clinton. Clinton is well respected in the international community and they would embrace him. This would be how Clinton creates his sought after 'legacy': former US President to what can virtually be called 'President of the World.'

I don't know if this is true or not, but I "heard" that that position is only open to 2nd or 3rd world countries.

I had heard that as well; however, I don't think it is true. I did some minor research into it, and I did not find anything substantiating it.

It is my understanding that any of the members of the security council with veto power can veto the selection of a Secretary General, and it was published that the Bush admin would veto Bill.
