Okay, if you look around at various recruiting sites you'll see that some players are beginning to schedule visits to differend universities. Most visits seem to occur in the Dec - Jan period.
But if during the Tigers FB season you get to the Liberty Bowl early enough, you'll see a long line of what I assume to be high school players & parents come out of the tunnel, stand on the sidelines during warm up & and then make their way up into the stands to watch the game. Now this is obviously some sort of official function since they're on the field. You can see these people at just about every single game (or at least I do at the games I get there early enough for).
My question(s): Are these visits not considered the 'official' visit? Are these players underclassmen only? What's the deal?

The visit becomes official when the university picks up all the travel related expenses. If a recruit pays his own pay (Meals, Hotel, Plane and Gas) then it is considered unofficial. Unless the rules have changed a recruit is allowed five official visits.
It is not unusual for many area players to attend regular season games on unofficial visits.

So, then most of those players attending football games are presumably local? There does seem to a lot of them.
It's great that they are coming out to see the Tigers & get up close & personel. Of course this year Tommy's said on his radio show that we're only going to offer about 6 locals*, but it's still great to see interest.
* As always, never believe anything you read or hear about fb recruiting. Internet sites are often wrong & coaches don't always speak the truth.
