Worst. Idea. Ever.
Before I watched the hose job that the officials put on SIU (Kansas) and Butler (Florida) I agreed with you; however those 2 games cemented the notion that the NCAA wants the top mid major teams to advance to the Sweet 16 of the NCAA and die there. The NCAA wants the final 8 to remain an exclusive BCS club and while I would never suggest that a mid major team refuse an NCAA at large bid; exploring the idea of a 16 team postseason tourney to compete with the NIT has merit. THe NIT still has a large eastern bias and disproportionately stocks their tourney with BE & ACC teams.
The NIT also has shrunk back to 32 from 40 bids, which this year disproportionately affected mid major teams. The MVC was the only mid major conference that received at least 2 bids to that tourney. There were a number of mid major teams with 20+ wins including wins over NCAA tourney teams that went nowhere in the post season. I also believe that a postseason tourney with a championship final in the middle of the country (Chicago, St. Louis,,Detroit, etc) would be of more interest to college hoops fans nationally than one that is held in NYC which has a 2 to 3 hour time difference from Denver, Phoenix, SD, LA, SF & Seattle.
I would not exclude BCS conference teams as having at least 3 (this year Iowa and Missouri would have been good draws and had decent records)
would entice a network to televise it, i.e. Fox Sports, Versus.
This tourney would serve as a coming out party for successful yet relatively unknown smaller conference teams and a BCS team that may be young and on the way up. It would also serve as a shot at the NCAA leadership by the mid majors that these conferences aren't happy with the way they are being treated and aren't going to sit back and take it anymore.
