At what point did Gary Waters say what this headline indicates he said?

Credit Waters for paying attention to which newspaper he was talking to.
Here's what he told the New York Times:

Wasn't much of a contest. Marshall played better in the second half but Rutgers was too tough.

Two thoughts:
1. I don't see where Waters promoted the NY Times spin.
2. Headline writers sometimes screw up by not reading stories carefully enough. I've had it happen to me plenty of times.

<span style='color:green'>I think when someone says they played a "statement" game, it means they hoped, and expected to blow the other team out.
Also, yes, the headline writer and the story writer are often not the same, but it's typical embellishment by the HD where they try to make it seem like something really significant took place, when nothing really did.
Let me also take umbrage with the New York Times assertion that Marshall was a cupcake - Noboby covering Rutgers has the right to call anyone this name. You get the same thing in the Twin Cities when it comes to Gopher Football, even though their only tradition is futility.</span>

Actually, it's worse coming from Rutgers, although I think they did make one Final Four in the early 1970s. Heck, the Gophers actually have won national football championships -- back when Walter Mondale was a baby, I guess, but championships nonetheless.
