These rankings make little sense. WMU pounds a team and drops 2 spots. Toledo gets beat by a bad team and drops 2 spots.

Wasn't this the bad team Broncos were trailing, ended up winning on a FG in the last
90 seconds?

As far as a computer algorithm, Sagarin's says (out of 266 D1 FB schools, both subdivisions):
78. WMU
100. Toledo
102. OhioU
113. MiamiU
122. CMU
128. EMU
131. Buffalo
141. Bowling Green
144. UMass
155. Kent State
161. Akron
162. Ball State
204. Sac State

Jeez that’s bad, we’d make a hell of an FCS conference.

To be clear, as a point spread predictor algorithm, the Sagarin algorithm intrinsically flatters FCS teams since the FCS to FBS games have so many where the FBS team is putting in their second or lower string players in the second half.
But that said, the Sagarin centrally weighted conference average ratings puts the MVC just a ahead of CUSA and the MAC, by +1.07 and +2.17 and behind SBC West and the MWC by -1.72 and -1.87, so less than a field goal advantage either way, but there's a more substantial gap between the MAC and the 2nd FCS conference, the Big Sky, of +6.01, so almost a TD advantage.

I think Ohio is very underrated here. They were playing with their 2nd and 3rd string QB's at USA, and honestly should have won if not for the crazy turnovers. Also, I do think Toledo rebounds and gets back to their winning way, they were due for a let down, and UB was due for a good performance/win against a non-FCS team.

It was a nail-biter but not like that. Buffalo had 1st and goal at the 4, and WMU stopped them on all four tries (Bulls elected not to kick the FG to send it to OT).
