Islamist Illegal Found Not Guilty by Reason of Insanity in Killing, Flees to Tajikist
Quote:The Northern Virginia Mental Health Institute handed accused killer Abdulloi Toshpulodzoda an unsupervised 48-hour weekend pass, DESPITE a court order that he “shall not be released from custody and inpatient hospitalization without further order of this court.”

Toshpulodzoda then headed straight to Washington Dulles International Airport, boarded a one-way Turkish Airlines flight to Istanbul, and continued on to Dushanbe, Tajikistan. He never returned.

This is the latest outrageous failure of Virginia’s Democrat-run mental health and criminal justice system under Governor Abigail Spanberger.

In 2019, Toshpulodzoda stabbed his roommate and landlord, Mohammed Hemmatian, to death in their Vienna, Virginia home, according to FOX 5 DC. Investigators found him “covered in blood from head to toe.” He told police, “I am guilty.”

Despite his confession, he was found not guilty by reason of insanity in 2022. Court records show his attorney argued he was “fixated on religious topics and he was illogical and nonsensical,” with delusions intertwined with Islam. He was committed to the Northern Virginia Mental Health Institute.

On June 11 and again around June 29, 2026, Fairfax County Circuit Court Judge Stephen Shannon ruled that Toshpulodzoda remained mentally ill and in need of inpatient hospitalization. The judge ordered that he shall not be released from custody without a further court order.

Prosecutors had opposed permanent release, citing public safety. Court records even noted concerns that deportation would prevent him from receiving treatment.

Just days later, on or around June 25, the Northern Virginia Mental Health Institute authorized one of his “unaccompanied community visits not exceeding forty-eight hours.” On July 6, 2026, they let him walk out on a 48-hour pass to a Fairfax County-supported apartment.

After Toshpulodzoda failed to return on July 8, the institute reportedly classified him as an escapee, revoked his pass and issued a facility warrant. State and federal authorities were notified, and a bench warrant was later issued.

But by then, he was gone.

According to court records cited by FOX 5 DC, Toshpulodzoda traveled to Washington Dulles International Airport on July 6 and boarded a one-way Turkish Airlines flight to Tajikistan through Istanbul.

The Northern Virginia Mental Health Institute is operated by the Virginia Department of Behavioral Health and Developmental Services (DBHDS). That department is overseen by Commissioner Daryl Washington, appointed by Democrat Governor Abigail Spanberger in January 2026.

This happened on Spanberger’s watch.

Virginia law allows mental health facilities to grant unescorted day and weekend passes to committed patients, including those found not guilty by reason of insanity in killings.

Clinicians and a forensic review panel signed off on these privileges for Toshpulodzoda, who had already been allowed out in 2024 to obtain a Tajikistan passport with support from the Fairfax County Commonwealth’s Attorney’s office.

Toshpulodzoda, described in records as an illegal immigrant from Tajikistan, is now back in his home country. American taxpayers funded his housing and treatment for years after he killed a man in cold blood.

This is what happens when soft-on-crime progressive prosecutors, activist mental health bureaucrats, and Democrat governors prioritize “treatment” and “release” over public safety and basic accountability. An accused killer with a court order keeping him locked down walks free on a weekend pass and vanishes overseas.

Governor Spanberger and Commissioner Washington have some serious explaining to do.
