The Trump brand is extreme competence. And right now, the Trump brand is far and away more popular than any of those you listed. Having a net positive approval rating is not toxic, especially in a state that Trump won 3 times.

With that said, if Whatley could easily win NC, I'm perfectly fine with him doing so and Laura moving up to head the RNC.
