USF won't have long to wait, I don't think. The Bulls got a good look from the ACC at the time Louisville was brought on board. And the rivalry between USF and UCF would be a plus for either league.

This funding move, though pricey, rectifies a bit of longstanding awkwardness on the USF side. I never liked the way the people pitching the Bucs' stadium project incorporated USF as a talking point without the university really asking. They wanted an on-campus stadium then.

Yeah, I think it's fair that USF wanted one. Especially when looking around the State of FL, they naturally feel like they missed out. I just question the move at this stage in the game. Maybe the lifespan of college football as a major venue for fans who actually attend games will go on longer than I expect. Or it will be replaced by something else to fill it with. Beyond that, I don't get the investment - both the massive build cost and the ongoing R&M.
