Does Minnesota have a rule where they block anyone else in the state from having D-I football like Nebraska? If no both Minnesota St., SCSU would be good options. UCO would be another on the southern end w/ ORU. C.Missouri would be the most likely of the Mo. schools followed by UM-St.Louis. Of course Augustana who already tried once.

NW Mo. St. is the best athletically but they're small and the guy that runs the D-II board went there and said they're not likely to move to D-I.
