There are a couple of factors involved with Bailiff at A&M-Commerce (as I understand it).

First there is no current athletic director so he reports to a President that did not participate in hiring him and second, I understand that he was pushing for an increase in the athletic budget so that they could compete as a fully-funded member of FCS...He felt he needed additional funds to recruit but also was concerned about the budget for academic counseling and other support areas, etc...
