This helps explain it:

Look up "The Good Judgement Project." Vegas obviously pays their handicappers to try and figure it out. And they do a really old job of it. But the general public will hone that number into a more accurate figure.
For example, take 10 people and ask them how much a cow weighs. When you average the answers you will get a number that's kind of close to the weight. Now take 1000 people and do the same thing. That number will be more accurate. More people betting = more accurate line.
