They are not Penn State branch campuses. The schools being merged are part of the Pennsylvania State System of Higher Education (PSSHE). PSU is not part of that and has its own 19 branch campus system, which academically are considerably worse schools than the PSSHE schools and most PSU branches would be more analogous to 4-year junior colleges.

Pennsylvania is next to last or bottom 3 in public support to higher ed.

It is dead last in support to research universities...really because Pitt, PSU, and Temple aren't truly state owned or operated schools, although PSU is closest to being a public.
