Obviously, like say NCAA baseball, not all schools are recruiting out of the same pools talent-wise (or, I'd guess, with the same number of available scholarships).

The TV announcers touched on this in the Frozen Four championship ... the implication I got was that Minnesota's roster was made up of players recruited out of high school, while Quinnipiac had older players (from Canadian junior hockey?), so maybe their freshman were typically around 21 years old.

Again, heard this in passing while I was watching the game, so I would love to have a better understanding of how this works among the six DI conferences and how it impacts the College Hockey ecosystem

Yeah this is something some of the more traditional powers, at least around here (and apparently in Minnesota), had to deal with. BC went to **** because they kept recruiting straight out of high school, where as UMass was able to find success by recruiting Canadian juniors more. It's only become more of a thing recently as more players in the NHL had college experience (before that it was much less common).

You also run into scenarios where people have already been drafted into the NHL prior to even playing a single game in the NCAA.
