Winnipeg
Edmonton
Vancouver
St. Louis
San Antonio
San Diego
Portland

Divisions would need to be realigned with that number of new Western cities. I would also suspect BC Lions would be in over Edmonton or Winnipeg for Vancouver. The American cities are probably right.
