Thanks. Arizona can start counting mail in ballots no sooner than 14 days prior to the election. Also saw mail in ballots do not require a notary or witness. Gotta be the only thing in America that doesn't require the ACTUAL person signed the affidavit. Which means it isn't an affidavit at all. It is just a ballot and mail in ballots require less verification than actually showing up in person to vote. And we wonder why there is fraud.

Early counting is a two-edged sword.

If you don't count, then you delay the results of the election.

If you DO count, then it's possible for the candidates to see how far ahead or behind they are. That makes cheating more attractive and also changes legal campaigning. If you realize you are behind 10,000 votes in one state and 150,000 in another state, then you move your operation to the 10,000 vote state. That might be ad campaigns, but it might be mail-in ballot cheating. Either way, the early counting itself impacts the election. Is that desirable?

I see both sides of it. I don't have a solution.

Some states process the outer envelope, do sig check, etc and at least get to the point that they can start counting them on election morning.

Wisconsin and PA don't even start opening the envelopes until election tuesday at 7AM, which is why they were the states that were super late.

Where is the source on Runbeck duplicating ballots. Ballot duplication is a well defined process normally done at the polling site or count center. If the machine can’t read your ballot it gets sent to a table and duplicated by hand right there, not sent out.

If you mean they corrected ballot issues early before Election Day ( generally called ballot curing) the election commission should just tells them to send another ballot to the voter once they see a ballot returned without a signature for example.
