Was there / is there a conspiracy here or are the people running that schit show just that dumb and lazy? The stonewalling and avoiding may just be mechanisms to avoid revealing how inept people are as opposed to actually being fraudulent?

That is the question.

Just to throw another variable in there, some of the county board of supervisors for Maricopa barely won their elections. It looks like some of their lack of cooperation was based in fear they would lose their seats. Nationally no one cares, but that may have been a prime motivator for some of their actions.
