You don't have to prove anything. The county did not have complete control over the equipment and it was left in the hands of a firm not qualified to even use it much less audit it.

Im fine with the machines being dumped in a sand pit. If the County has that little confidence in the machines. Worst case scenario is the machine systems could have been completely wiped and the software reinstalled by the manufacturer---who was the only one with the access codes anyway. If the county wants to toss them---that suggests either expensive grand standing on their part or a complete lack of confidence in the machines. Neither possibility reflects well on these officials or inspires confidence in their competence or ethics.
