Or, what actually happed is that highly populated counties used centralized absentee counting centers and reported their results all at once. This article from the day after the election shows that Milwaukee reported as one batch. They came late at night or very early in the morning because states like Michigan, Wisconsin, and PA didn’t allow counting mail in before the election.
