The percentage is misleading. Smaller hospitals transfer the sicker patients to tertiary care hospitals for more comprehensive care and because of lack of adequate resources. So yes there are patient beds available but they are generally in areas with fewer resources, You want your gall bladder out? Fine go to Moulton. Don't go to Bham or Huntsville, you'll be put on a list.

19% of ICU beds is all the usual spare capacity that the big hospitals carry. Hospitals don't get paid for empty beds. Now you're talking about 1 out of every 5 beds taken by someone with Covid and they're going to stay in that bed sometimes for weeks. ICU utilization is a lagging indicator because once people get there it's really hard to get them to a regular room and a significant number are going to bounce back to the ICU. The average post op patient or trauma has a much shorter stay in ICU.
