No, they refused to rule at the time. THey didnt "stop" them at the time, but they didnt allow them. That is still an open case that will be heard.
Got it. So they are the ballots that the election coverage keeps referring to as having already been set aside.

Some counties did--some didnt. I heard some reports the Penn Secretary didnt require it. What people are overlooking is the new SCOTUS order REQUIRES a response to the order by each county. Each county is required to show where they put the votes and how many each has. Apparently this was required because the counties refused to respond to the Trump lawyer requests for this information. The Pennsylvania will have have to supply this information by 2pm Sat.
