Because if the incumbent wins re-election, there is no need for a transition.

In 2000 and 2016, the incumbent was not running for re-election. In 2020, he is.

In 2000, the incumbent did not know who he would be transitioning to.

In 2016, it would have been the same had The Sainted Hillary decided to ask for recounts in key states. Personally, I am glad TSH decided to throw in the towel without a fight. I have my doubts as to whether Trump's contentions will have any effect, but until it is actually decided in the proper forums (i.e., NOT the MSM), a transition is not in order.

I think you could have figured this out for yourself, had you been inclined to try.
