Most of the cases where there have been alleged violations ave either turned up false or have been prosecuted. So what's not good enough?

There have been plenty of discussions where specifics have been presented in the past. Literally mountains of studies and evidence have been presented before, which focus on biases in policing, and they have been brushed off because of either the source (a Wash Po article I posted that compiled all the studies) or the trope about how any study can derive the outcome that biases researchers want.

I'm going to answer despite OO's annoying interjection.

Yes... of course it is possible for black people to have unequal outcomes in the absence of police bias. However, I believe that some bias exists within a certain percentage of the police force. Do you think that police departments are completely devoid of racism in 2020?

I am going to respond despite 93 not targeting the question at me. Of course bias exists within a certain percentage of,the police force. They are only human, after all. But I think that percentage is small and getting smaller, and I also think many of those people try to maintain professionalism and not let those biases affect things.

How big of a percentage do you think exists?

And to answer your last question, no.

Why does it,have to go to,the extreme of all or nothing?
