I don't know if there is a preference, but some states do "encourage" their schools to affiliate with each other. Perhaps more often at lower levels, but could be at least a small factor?

Not knowing any more than previously about the future of WAC football makes it really hard to predict. Does FBS matter since FCS is all we can see in any concrete way as of today?

And I seriously doubt the WAC would turn down an existing D1 that is a great fit. We could be at 15 briefly until somebody moves on, especially with several members not being full D1 yet.

All of the “politics” I remember when I lived closer indicated that Weber would have never let SUU get a whiff of the Big Sky if it weren’t for Boise State and Idaho leaving, Portland State supposedly trying to use the BSC as a weigh station to bigger things (PSU did a horrible job of that), and the whisper campaign out of the Montana schools. There were reasons, after all, that Doug Fullerton would pitch grandiose fantasies of the Sky poaching schools back from FBS.

It’s possible things have changed. Just remember, however, that Weber is closer to Pocatello than Cedar City. Also, Montana still travels well.
