The positivity rate is itself skewed. It would only be a number that mattered if everyone got tested and only got tested once, but since some people get tested multiple times and others not at all, why should one person's multiple negative results be counted for data that's supposed to represent an entire state's population? The number of negative cases shouldn't matter which is why labs are only reporting their positive cases.

If you test 50 football players every single day for a month that's 1,550 tests. If only one player tests positive once, that's a positivity rate of 0.06%, but that's one sick player out of 50 players so your team has a 2% infection rate. The infection rate is going to tell you more about your situation than how many times someone tested positive versus how many times they tested negative.
