the ICD10 codes are pretty broad and hospitals were basically forced to label anyone remotely suspicious of having covid as a covid death to maximum reimbursement during the shutdown. Hospitals were hemorrhaging cash when almost all surgery was banned. That's basically the one thing hospitals actually make money on.
