I totally forgot about this rule and thanks for pointing it out. The governor recently has also made it more strict for Hampton Roads reducing size of gatherings to only 50 people as of July 31. Does that effectively prevent even the teams from playing with empty stands?
As soon as UVA and VT complain he will exempt college football games. At least for P5 because they they are clearly less risky that those pesky G5s.

Or he could just ban gatherings in Hampton Roads. Blacksburg, Charlottesville, even Harrisonburg... no problem. That’s usually how things work in the state government.
