These same techniques were used to identify suspicious behavior/individuals and the same techniques were used to apprehend and detain them. Hard to see where the "systemic racism" is in common police procedure that is totally unrelated to race.

Sometimes a low percentage of black officers is pointed at as evidence of systemic racism. Two things: If your department requirements are a college degree and a clean police record, the percentage of black applicant who can meet those requirement will not be proportional to the percentage of blacks in the general population, and lots of otherwise qualified blacks wil not apply since being a cop carries a stigma as a "race traitor".

When you guys are driving around Houston, there are probably some areas you avoid if you can, and if you cannot, you make sure the doors are locked and you don't stop if you need to. What are the identifying characteristics of those areas? Poor people, unemployed people, drug people, etc. Sometimes black, sometimes white, sometimes Hispanic, always poor. Whoever says to avoid West U.?

First, many cities only require high school or GED.

Those that dont look for 40 or so semester hours from a college or junior college, but an alternative to the college route is typically 18 months in the military and an honorable discharge.

The police forces pull in a huge number from that last prerequisite --- which are probably the least racist major organizations in the United States.
