Nor any of the other members of the Rice PD at that time, with whom I had way more than my fair share of 'interactions' with.

Had the allegations been regarding the HPD -- absolutely I would find the allegations of 'systemic racism' *at that time* believable. But, the differences between RPD and HPD at that time are much like the differences between Mayberry and Dragnet.

If someone wants to prove that narrative of such 'systemic racism', that is aside from a one-off encounter, go for it. I am all ears. So no, a single person's narrative imbued with very subjective opinion *doesnt* rise to the level of being controversial from my reference. Note my calling out of 93 for his 'proof' in the story of of the single person in the commons.

And the 'proof by single narrative' doesnt really make an impact here for the added reason of the first hand relationships I had with that particular force at that time.

Regarding racial profiling from the campus PD, the majority of my black friends from Rice would tell you that it was something that they experienced. This was 30 years ago, mind you. The OP in MerseyOwl's thread discussed his experience with racial profiling while at Rice much more recently. There are current students at Rice who feel the same way.

Is this simply their perception (as brought up by OO)? Impossible to tell but I fall on the side of believing their experiences.

I would guess that this is not something specific or extraordinary about the Rice campus PD.

It's not all or nothing, 93, and I find your attempts to define it that way to be offensive. I consider that lots of the experiences that black people consider to be racial profiling to be perception, but not all. I have no idea how to quantify that. I think many things that have happened to you and me would be considered racial profiling by a black person if they happened to them. See the word "many"? It is not a synonym for 'all". I think it prudent to consider this difference in perception when listening to anecdotes.
