Sorry but you would be wrong, SEC, NCAA and every other conference does not have the authority or jurisdiction over allowing student athletics back onto a campus. They can certainly give directions to Athletic directors and programs directives to how they can and can not operate, but if students are currently not allowed on campuses by state orders, nothing the SEC or NCAA can do about it.
Technically, you're right, of course, that the state government can forbid students from being on campus. But since that is very unlikely to happen in any of the SEC states, it will then be up to each university whether it will have students on campus. If, for example, the president and board of trustees of the University of Georgia say that students will be on campus in the fall, we can be pretty confident that they have the authority to make that decision.
Colleges in SEC don't have that authority, the states do. If the states decide to allow students back on campus, as some in US and SEC are currently doing, than student athletes can return. As to prospects for fall, its still a few month away and uncertain as to how spread of infections will look like, for example in Georgia. Only time will tell. I don't think any statements or actions today really say much about what fall may bring and different decisions at that point.
That's what I said. We agree that the states have the authority, but I am pointing out that in the case of the SEC the states won't use that authority.
