Is UC even allowed yet? They allowed the Browns and Bengals through a special temporary exclusion, and only 6000 at that. They only allowed the Crew 1500 fans. UC may have decided 1500 isn't enough to open up any concessions and such.

Quite possibly, this is the case. If they did a cost/benefit ratio it wouldn't look too good with ticket takers, security, ushers, concessions, cleaning, etc., for those small numbers of attendees. But if I had the opportunity, I'd go even if concessions were closed to see this year's team. 5,000 spread across the east side of the stadium would be a great view for our team and our national TV audiences.

This is my feeling on it. My guess is UC just doesn't see the benefit in it given the restrictions in place.
