Have they actually? Or have they seen a handful of highly publicized cases?

I don't know the answer.

For a new disease, a handful of cases for a new disease could be enough to make them act with caution until we know more. But for a disease where we have 5 million confirmed cases, it should take more than a handful of cases to stop an industry that employs hundreds of thousands of people and keeps tens of millions of people in good physical shape.
