They have two of their doctors explain what a probable positive case is:

Doctors go on to argue that it's just as accurate as antibody testing on a larger scale (in some cases, antibody presence doesn't mean you have virus itself. For instance, they typically skimp blood tests for herpes because it's far less accurate than testing symptoms).

They made the change because San Antonio was unique in employing antigen testing (with a few other exceptions) and the state mandated they wanted a more ubiquitous model across the board.

Apart from that article not being evidence of malfeseance, it also doesn't speculate that they were overreporting cases to begin with.

Oh, and the people making the correction are the people doing the testing.

It's not binary. Antigen tests are the least sensitive. The antigen protein is specific to the virus but the antigen test is designed to work quickly and is inherently less sensitive.

Meaning that it's more likely a positive patient is undetected by the antigen test than by the antibody test.

So if anything, their criteria would underreport the true positive case number.

Which it appears they try to correct by adding the 2 other criteria.

I have no idea how big of a difference there would be, if any. But, again, if anything they aren't reporting as many positive cases as there actually are. Which is the opposite of what you thought it was saying.
