This may shut down revenue sports for the fall if even one institution fails to open it's campus.

I read it more that ones that are open can play but shutdown ones cannot.

Agreed. Emmert's comment certainly seems to imply it and the author of the article obviously sees it the same way:

It is conceivable that leagues would play with some members not participating.
