If you *can't* do that, then sure, you potentially have problems. But that isn't a huge lift.

That's a good point when it comes to the private schools. The Evansvilles and Valpos of the world will need to be creative when it comes to recruiting students.

But will a public school such as Indiana State or Southern Illinois be able to try the same thing? Can they be sold on UTA to the Valley on this basis?

They're no longer in the Valley, but FWIW, I've seen billboards for Wichita State in the Metroplex. They waive out-of-state tuition for DFW students. But, Wichita is just six hours away. Would a public school in Indiana or Illinois be willing or able to do the same thing?

UTA to the Valley is really out of the box. I'm not sold on it. But it's so out of the box that it could happen.
