There are a few reasons for this.

Infected people can be asymptomatic for up to 2 weeks, and turnaround time for test results must also be factored in. So many of the new infections being reported were actually infected a week or two ago.

People not following protocol. Some stores are still packed with people buying superfluous items. People still hanging out with friends and family. Non-essential businesses staying open. I've seen all of these things several times over with my own eyes. There are a lot of people not taking this thing as seriously as they should. So the virus is continuing to spread.

It could take a month or more to see the results of an actual lockdown start to unfold. It's going to require patience, consistency and perseverance. My worry is that even the people that are doing a good job of staying home and away from other people are going to start getting complacent. I mean, we can only do this stuff for so long before people start to go crazy. And it will drag this pandemic out further and further.
