yes, they always do.

Prime example, Precious is fouled with 0.8 secs left in 1st half, has 2 free throws, is clearly winded from running up and down the court, we have all 4 timeouts left.

precious barely hits rim on 1st attempt, did i mention clearly winded?

we took all 4 timeouts into halftime.

i'd really like to hear penny's rationale behind time outs in general, it's baffling.

The TO situation is baffling. With slightly over 2 mins to go, Boogie lost the ball and eventually was tied up and GA got the ball. But before the tie up, there was a significant amount of time where a TO could have been called. I was yelling at the TV for a TO but for whatever reason, it seemed more essential to conserve TOs with only about 2 mins to go. SMH

Should have been called from the bench smh
The rule changed where you can only call a timeout from the bench if your team has clear possession of the ball and there are less than 2 minutes to go.
