Eventually, it will happen. The money (more specifically, the lack of money) will require the change.

CUSA 1.0 and 2.0 were superior to the Sun Belt that existed at that time (1995-2013). We’re not superior to them anymore. But for now, there are still enough people in CUSA who can’t admit it, to themselves or anyone else. So we wait for fiscal/budget issues to force our hand. It’s a matter of time.
