That particular odd shaped quadrangle has really no specific claim to uniqueness or history of self-sovereignty over the last 244 years, why now?

I mean, there is as much reason to grant state sovereignty to Dallas and to Fort Worth as there is to DC. Yet DC holds the limelight for this.

If the issue is 'representation' (which I grant you exists), the repatriate the land back to Maryland. Insto presto solution all the way around.

Can you really not identify the difference between discussing statehood for DC as opposed to Dallas or Forth Worth?
