Schools issue bonds to finance stadiums. If they don't pay their bond premiums then their bond rating goes to **** and they won't be able to receive financing in the future or else have to pay much higher interest rates. There's no lien on the projects to which the funding goes to finance and the holders of the bonds are SOL. They assumed that risk. So any way you want to come at the situation the schools DO own their stadiums. If the Alamo Dome holds a Monster Truck rally does UTSA see any of that revenue? No. If there's a concert at SB Ballard Stadium will ODU receive any revenues? Yes. If the Alamo Dome's roof starts to leak will UTSA be on the hook for repairs? No. If MM Roberts Stadium looks grungy and needs power washing is that USM's responsibility? Yes. That's the difference between leasing and owning something.

It’s depends what or how the contract was written and any stipulations.

What contract? The one between UTSA and the Alamo Dome? All the bonds issued by ODU are general obligation bonds authorized by the state. No contract there.
