I would not go that far. Unlike in California all of the SUNY schools are under the same umbrella. Those 4 schools are the flag ship schools but they are not a separate system like Cal States are from the U Cals. Unlike in California I hear much less about the SUNY schools saying that they are being completely brushed aside in mass in deference to the bigger 4. Compare that to California where the Cal State schools often feel like actual second class citizens in their own state.
