That would’ve been a very rational/logical endpoint for the whole discussion, yes. And maybe it really would’ve happened that way.

I’ve heard, though, that — in addition to all the other reasons to not-expand that have been talked about in the media — the 4 TX-based members of that league were (are) under some political pressure to not-expand unless Houston were included. I’m not sure how strong or how authentic that pressure actually was. But I think it was yet another complicating factor that the Big <XII had to sort through.
