New England/Mid-Atlantic is also short on FBS programs unless your mid-atlantic includes Virginia and the Carolinas.
Open to suggestions on regions which have roughly equal resources. I gave it a rough eyeballing based upon census regions. For Texarkana I had in mind TX, LA, AR, OK. I forget what they call it in the census but it's a subregion.
I imagined NE/MA would want to go into Virginia and keep going if they could.
