Now a follow-up, and if I missed it I apologize: Can I protect and/or poach non-football schools? If so, can I pick them from any conference or do they have to be non-football schools in football-sponsoring conferences?

You have to start with a football sponsoring conference and you must protect from among its football playing membership. This means the ACC doesn't have ND, the Big South doesn't have Liberty, etc.
